Definition and Legal Requirement
Fire fighting vehicles are specially equipped apparatus used for various duties such as fire suppression, initial response, water supply, aerial ladder operation, and rescue. In Turkey, the competency to operate the specialized systems and equipment on these vehicles (pump, ladder, winch, etc.) is certified by an official "Industrial Truck (Fire Fighting Vehicle) Type Heavy Equipment Operator Certificate," approved by the Ministry of National Education (MEB). This certification ensures the operator is skilled not only in driving but also in the effective use of the vehicle's equipment during an emergency.
Training Content and Objectives
The Fire Fighting Vehicle Operator training focuses on both emergency driving and the management of complex vehicle systems (typically 60-76 hours total):

Fire Apparatus Systems: Water and foam pumping systems, pump and pressure adjustments, hydraulic ladder and rescue winch control, and maintenance.

Emergency Driving: Rules for driving with sirens/lights, high-speed maneuvering, safe obstacle course driving, and accident prevention techniques.

Work Organization and Safety: Incident scene safety, use of Personal Protective Equipment (PPE), and pre/post-operation preparation of the vehicle and equipment.

Response Techniques: Water supply operations, positioning the vehicle according to the fire type and size, and using the extinguishing devices.
Certification Process and Driving License
Candidates receive theoretical and practical training (vehicle course and equipment use) at MEB-authorized institutions. Successful completion leads to the award of the "Industrial Truck (Fire Fighting Vehicle) Type Heavy Equipment Operator Certificate."

Driving License: To operate the fire vehicle on public roads, operators must also possess a driving license appropriate for the vehicle's tonnage (e.g., C, CE, D) and, as the vehicle is categorized as an Industrial Truck/Heavy Equipment, they may be required to endorse the Operator Certificate onto their license as G Class according to the Highway Traffic Law.
